Microsoft Intune Alternative for Banks: BDDK and Data in Türkiye
BDDK requires primary and secondary systems to stay in Türkiye. Compare Intune’s cloud model with Moftgate’s on-premises deployment for patching, logs and outsourcing rules.
Banks in Türkiye follow the BDDK Regulation on Banks’ Information Systems and Electronic Banking Services (Official Gazette, 15 March 2020). It requires primary and secondary systems to be kept in Türkiye. Cloud services and outsourcing follow separate rules. Intune has no on-premises edition, so a bank must complete a cloud and outsourcing assessment before it uses Intune.

BDDK requirements: Microsoft Intune and Moftgate
| Requirement | Microsoft Intune | Moftgate |
|---|---|---|
| Systems kept in Türkiye | The management plane is in the Microsoft cloud. | Server, agent and logs run in the bank’s data center. No outbound connection is needed on an air-gapped network. |
| Cloud and outsourcing assessment | As a public cloud service, it needs a cloud and outsourcing assessment. | With on-premises deployment, no data is sent to the vendor. This simplifies the assessment. |
| Patch compliance evidence | Manages Windows updates. Linux support is limited. | Patch compliance rate and time to fix are reported for Windows, macOS and Linux. |
| Tamper-proof log retention | Audit logs are kept in the Microsoft cloud. | Logs are kept on the bank’s server in WORM form with timestamps. |
